Delhi Private University Bill 2026: The Delhi government has taken a major step to provide more opportunities for higher education to students in the capital. The government has approved the draft of the Delhi Private Universities Bill 2026. This proposed law reserves 25 percent of seats in every course in private universities for Delhi residents. The bill will now be introduced in the Delhi Assembly.

Reservation Benefits Based on Quota Policy

This bill aims to create a clear legal framework for the establishment and operation of private higher education institutions in Delhi. According to the proposal, Delhi students will benefit from reservations based on a prescribed quota policy during admission to private universities.

25 percent fee for 10 percent students

The draft also provides for merit-cum-means scholarships for Delhi students. This plan aims to provide fee relief to economically disadvantaged but deserving students. According to the proposal, 5 percent of students will receive a full fee waiver, 10 percent will receive a 50 percent fee waiver, and another 10 percent will receive a 25 percent fee waiver.

Compliance with Regulatory Bodies’ Rules

Under the proposed law, the Delhi government will be authorized to establish private universities by issuing a notification. However, these institutions will have to comply with the regulations of the University Grants Commission (UGC) and other regulatory bodies.

Appointments as per UGC Standards

New private universities will be operated under a unitary model. This means that these institutions will operate from their designated campuses and will not be allowed to affiliate other colleges. Appointments of teachers and other academic staff will also have to be made in accordance with UGC standards.

Administrative, Academic, and Financial Inspection

The bill also proposes a regulatory framework to monitor private universities. Under this, the Minister of Higher Education will be appointed as the Visitor of each private university. If any institution violates the rules, the Visitor will be able to investigate, inspect, and issue necessary instructions. Administrative, academic, and financial audits can also be conducted if necessary.

Reservation for local students already exists in these states

Before Delhi, several states have provisions for reservation or preference for local students in private universities.

Uttarakhand: 25 percent of seats in private universities are reserved for local students.

Himachal Pradesh: At least 25 percent of seats in private universities are reserved for domicile students.

Haryana: Permanent residents of the state receive 25 percent reservation, with some seats reserved for Scheduled Castes and Backward Classes.

Rajasthan: 15 to 25 percent of seats are reserved for local students in private universities.

Madhya Pradesh, Gujarat, Odisha, Punjab, and Karnataka also provide reservation or preference to local students in the admission process.

Established as Independent Universities

Currently, most private self-financing institutions in Delhi operate as affiliated colleges of Guru Gobind Singh Indraprastha University. The proposed law could open the door for eligible institutions to establish themselves as independent universities.

Deemed Universities Already Operating

Some institutions in Delhi are also operating as deemed-to-be universities. These include institutions like TERI School of Advanced Studies, NCERT, and Jamia Hamdard. According to available information, several UGC-recognized universities and deemed universities already operate in Delhi.
