Knews Desk- There is a big discussion going on regarding the 8th Pay Commission for Central Government employees and pensioners. After the formation of the commission, its recommendations are now awaited. Although generally the Pay Commission is seen to be associated only with increasing the salary, but it is clear from the Gazette notification issued by the government that this time the scope of the Commission will not be limited to just salary revision. There will also be a comprehensive review of allowances, pension, gratuity, performance incentives and service conditions. The commission was constituted on 3 November 2025 and has got 18 months to give its final recommendations. During this period, the Commission is continuously taking suggestions from employee organizations, pensioners associations and other stakeholders. Recently, meetings were also held with various stakeholders in Bhubaneswar and Kolkata, where various issues to employees and pensioners were discussed.
According to the gazette notification, the 8th Pay Commission will completely review the existing allowances and the rules to them. The Commission will also suggest which allowances can be simplified and which can be merged. If the Commission’s recommendations are implemented, the eligibility of allowances, claim process and payment system for employees may become more transparent and easier than before. The government has also directed the Commission to review the existing bonus system and performance based payment system. It is believed that in the future, efficiency, productivity and performance of employees may be given more importance than before. This may increase the possibility of providing additional incentives to better performing employees rather than just seniority.
The scope of the 8th Pay Commission also includes the National Pension System (NPS), Unified Pension Scheme (UPS), death-cum-retirement gratuity and other pension benefits. The Commission will study all these systems and give suggestions for improvements if necessary. Apart from this, the benefits of employees and pensioners covered under the old pension system will also be reviewed. This is expected to improve post-retirement benefits and remove disparities existing between different systems. It has also been said that the Commission will also study the salary structure, facilities and working conditions of Public Sector Undertakings (CPSUs) and the private sector. Its objective is to create a salary structure that enables the government to attract and retain qualified and skilled employees over the long term. It will also be ensured that there is a balance between the interests of the employees and the financial position of the government.
There is also an important provision that before submitting its final report, the Commission can also give an interim report on a particular subject to the government, if needed. This may give the government an opportunity to take timely decisions on some important issues, while the final report will be submitted later. Overall, the 8th Pay Commission is not just a process of increasing the basic pay, but it will review the entire structure to pay, allowances, pension, gratuity, bonus and service conditions of central government employees and pensioners. However, the final recommendations of the Commission are yet to come, hence the ongoing discussions regarding fitment factor, salary increase or other possible changes cannot be considered as an official decision yet. The final decision will be implemented only after the report of the commission and the approval of the central government.
