NEW DELHI: In a move set to transform the economic landscape of the Union Territory, the Lieutenant Governor of Ladakh, Vinai Kumar Saxena, has approved a sweeping set of reforms aimed at deregulating the region’s tourism and hospitality industry.

The announcement, made on Wednesday, marks a decisive shift toward "Minimum Government, Maximum Governance," significantly reducing the compliance burden for local entrepreneurs and streamlining the registration process for tourism units.

In a major relief for the local business community, the validity of registration for tour operators has been extended from a single year to five years. This change eliminates the cumbersome annual renewal cycle that has long been a point of contention for stakeholders.


The reforms also dismantle the fragmented registration system for specialized travel. Previously, operators had to register separately—and pay additional fees—for adventure and mountaineering activities. Under the new framework, these have been merged into a single - Travel Agent- category. This unified license authorizes entities to undertake all activities permitted under the Registration of Tourist Act without redundant costs or paperwork.

The hospitality sector is also set for a significant boost with the removal of rigid hotel classifications. The previous system, which categorized accommodations into "Category I and II" (Standard, Deluxe, Luxury), has been discontinued in favor of a simplified licensing process:

Now on, Provisional License:** Will require only two documents and is valid for 18 months while the Permanent License will require seven documents and is valid for five years.

The administration has also done away with the likes of mandatory character certificates, fixed bank balance requirements, and specific educational qualifications for running a travel agency.

LG Saxena emphasized that the reforms are specifically designed to empower local stakeholders. By simplifying homestay registrations, the administration aims to lower the barrier for residents in remote areas to participate in community-based tourism, creating direct livelihood opportunities across the UT.

"This is a transformative step to make Ladakh a premier global destination," said LG Saxena.

"By making processes simpler, transparent, and investor-friendly, we are empowering our local stakeholders and attracting the investment necessary to strengthen our tourism ecosystem."

The new framework also introduces time-bound digital approvals and streamlined mechanisms for the transfer of ownership or changes in business names, ensuring that the "Ease of Doing Business" is not just a slogan, but a functional reality for the people of Ladakh.
